First half: Lex Luthor threatens to blow up the world, unless he is paid ransom. Powergirl intervenes. She has some fun letting the guys try to beat her: to no avail. She ties them up and flies away.
Second half: Lex Luthor seeks to take revenge. He lures Powergirl into his lair with a similar threat. But this time, the thugs are prepared with a serum, making them 60 percent as strong as Powergirl. Together they overwhelm Powergirl and beat her up. However, the serum wears off. With Powergirl again much stronger, she finally beats up the thugs and takes them to prison.

What a cool Powergirl fan video! It has it all. A cocky superheroine. A confident master criminal Lex Luthor and his two henchmen. A totally dominant Powergirl in the first half. She gets badly beaten up in the middle of the second half, until the serum wears off and the tables turn. Special effects of Powergirl Lora lifting the thugs or flying away. Lora looks fantastic as Powergirl and the guys do an excellent job acting their parts. Enjoy!
